Regulation of the Chairman of the Council of Ministers

of 22 July 1991

on the Rules and Procedure for Nostrification

of Academic Degrees Obtained Abroad

Under Article 22 paragraph 2 of the Act on the Academic Title and Academic Degrees of 12 September 1990 (Dziennik Ustaw No65, item 386), it is hereby ordered that:

§ 1.1. Nostrification of academic degree obtained abroad shall be conducted by the council of an organizational unit which in licensed to award the academic degree of doctor habilitated of a given field of science or a given field of art in a given scientific or artistic discipline, hereinafter called “the Council”.

2. In the case of absence in Poland of an academic degree which is equivalent to the academic degree obtained abroad, or in the case of absence in Poland of an organizational unit competent to conduct nostrification of the academic degree in a given scientific or artistic discipline, nostrification shall be conducted by the Council appointed by the Central Commission for Academic Title and Academic Degrees, hereinafter called “the Central Commission”.

§ 2.1. The person seeking nostrification of his/her academic degree, hereinafter called “the candidate”, shall submit to the selected Council an application with the following enclosures:

  1. curriculum vitae,
  2. the original of the document certifying the obtaining of the academic degree abroad,
  3. a copy of the thesis which was the basis for awarding the condidate the academic degree,
  4. a statement that the academic degree, whose nostrification is sought, has not been subject to nostrification measures taken at any organizational unit in the country.

2. The Council may demand supplementary documentation pertaining to the candidate’s studies (the student’s book, the marks sheet, the diploma of completion of studies, etc.).

3. In the case, referred to in § 1 subparagraph 2, the candidate shall submit the application with the enclosures to the Central Commission which shall transmit it to the Council, designated by the Central Commission.

4. The Council may demand that the document, referred to in subparagraph 1, point 2 above, be authenticated by the relevant diplomatic or consular mission; the Counsil may also demand that the translation of the document into the Polish language by a sworn translator be submitted.

5. In the case when the thesis, referred to in subparagraph 1, point 3, is written in a language other than English, French, German or Russian, the Council may demand that its translation into the Polish language or its resume in the Polish language be submitted.

§ 3.1. The nostrification measures shall be finalized by the resolutions passed by the Scientific Council on the following issues:

  1. the initiation of the nostrification proceedings or the denial to initiate the nostrification proceedings,
  2. the procedure for nostrification proceedings or the waiver of the entire or part of nostrification proceedings in relation to the candidate,
  3. the recognition of the academic degree as equivalent to the academic degree awarded in Poland.

2. The nostrification proceedings shall include:

  1. the appointment of reviewers of the thesis, in accordance with the provisions on the procedure for doctoral and habilitation proceedings,
  2. as relevant:

a) the taking by the candidate of doctoral examinations,

b) the holding by the candidate of the habilitation colloquium or the delivering by the candidate of the habilitation lecture.

3. The provisions on the voting procedure to be followed at doctoral and habilitation proceedings shall apply to the passing of resolutions referred to in subparagraph 1.

4. The provisions on the validity of resolutions on the awarding of the academic degree of doctor or doctor habilitated shall accordingly regulate the validity of resolutions referred to in subparagraph 1, point 3.

§ 4. The candidate shall have the right to appeal against the negative resolutions of the Council, referred to in § 3, subparagraph 1, to the Central Commission in accordance with the rules and procedure set out in the provisions on academic degrees.

§ 5. After the resolution of the Council on recognition of the academic degree as equivalent to the academic degree awarded in Poland, the organizational unit shall issue the party concerned a certification, whose format is hereto enclosed.

§ 6. Nostrification of academic degrees obtained abroad, which is not completed prior to the effective date of this Regulation shall be continued in accordance with the provisions hereof.

§ 7. This Regulation shall enter into force on the date of its promulgation, its effective date being 1 April 1991.
